Medical technology is mostly TL 10, with some variants. 

Braintapes:

Braintape technology has very little backing.  Between centuries of failure and the religious overtones, there are very few scientists that have continued the research.  It is largely a dead field.

Cloning:

Human Cloning as been banned for centuries.  It is strictly forbidden in all of human space.  There are groups outside of Human space that are, of course, working in the cloning sciences.

Cloning is being done at TL 10.  Over 90% of cloning is done on the organ/limb level.  There are very few whole body clones being made due to the excessive costs.  Some have had whole body clones made and had their brain/spinal cords transferred to the new body.  This is fine, but does nothing to counteract the natural deterioration of the brain.  Still, it is possible if you can afford it.  Cloning must be done in very specialized facilities with special environmental conditions.  Clones in tanks do not do well in space or in environments where they might be jostled.  The tanks must remain absolutely stationary.

NOTE:  Due to the problem with errors in genetic replication, only about 1 in 100 attempts results in a viable, non-damaged clone.   Of these, approximately 27% will have hidden genetic damage which will result in premature aging, and other health issues normally associated with extreme age.

Cybernetics:

Cybernetics technology has been pushed faster than many other technologies, especially since the limitations on cloning.  Cerius Cybernetics has been a leader in making replacement body parts and organs that look and feel just like the original.  They are currently producing at TL 11+.

The high price of bionics and healthy organs and limbs has created a seller’s market for “used-but-nice” bionics, organs and limbs. As a result, the loathsome practices of “legrunning” and “ghouling” have become lucrative if highly illegal pursuits.
